Blaine Homeowners Only

Most homeowners don’t know these exist. The City of Blaine offers grant money — not loans — toward qualifying home improvement projects. No income limits on most programs. IBD is a licensed contractor that meets all program bid requirements, so you can use us directly.

Up to $6,000

Front Door Program

A city grant covering 20% of your project cost for qualifying curb appeal improvements. Eligible work includes roofing, siding, windows, gutters, trim, soffit, and fascia — all work IBD performs. Homes must be owner-occupied, homesteaded, assessed at $450,000 or less, and at least 30 years old.
Up to $50,000

City Home Improvement Loan

Low-interest loan through the Blaine Economic Development Authority, administered by the Center for Energy and Environment (CEE). 2025 rates starting at 6.25%. Covers most interior and exterior home improvement projects.

Accessibility Deferred Loan

No interest. No monthly payments. Repaid only when the home is sold. Available to Blaine homeowners whose household includes an individual with a disability. Projects must be approved by the individual’s physician.

Emergency Deferred Loan

For homeowners who cannot obtain other financing for urgent repairs or code violations. No monthly payments — repaid upon sale of the home. Subject to income limits and CEE inspection approval.

Grants are paid on a reimbursement basis after project completion. All work must begin after a grant agreement is executed. Applications open for 2026 — visit BlaineMN.gov for current status and program details.

CEE Statewide Loan Programs

The Center for Energy and Environment offers statewide low-interest home improvement loans available to any Minnesota homeowner — not just Blaine residents. Loan amounts from $2,000 to $75,000, terms up to 20 years, financing available for 100% of project costs, and no prepayment penalty.
